Our Story

Founded in 2009, the Chester County Public Education Foundation is a non-profit organzation created for the purpose of fostering educational opportunities in Chester County, South Carolina.

With the support of our sponsors and partners, the Public Education Foundation offers grants and scholarships for teachers and students alike, and manages multiple assistance programs intended to create a sense of community and support for Chester’s youth.

Through the generous support of our volunteers and the donated time of our Board and District Partners, we offer a wide range of opportunities as we continue to look toward the future by expanding our current programs and introducing new endeavors.

Dr. Antwon Sutton

Superintendent,
Chester County School District

Dr. Antwon Sutton is currently in his second year as the Chester County School District Superintendent.   Dr. Sutton began his career in Rock Hill, SC, as a School Bus Driver and later worked as an elementary Math and Reading Specialist where he completed his educational field experience at the middle school level and student teaching at the high school level.  Dr. Sutton began his teaching career at Clover High School, where he taught as a Business Education Teacher.  As a Principal, Dr. Sutton led Sedgefield Middle School in Goose Creek, SC and later Alcorn Middle School, in Columbia, SC. He guided Alcorn to receive the Palmetto Silver School Award under his leadership.  Prior to Chester, Dr. Sutton worked as the Executive Director of Student Services in the Fort Mill School District.

Dr. Sutton has a Bachelor’s Degree in Business Administration and a Masters of Arts in Teaching from Winthrop University; an Educational Specialist and Doctoral Degree in Educational Leadership from South Carolina State University.  Dr. Sutton also taught as an adjunct professor at York Technical College and Winthrop University. He is excited to lead Chester County Schools!

Brooke Wilson-Clinton

President,
Chester County Chamber of Commerce

Brooke is a native of Lowrys and a graduate of the Chester County School District; she appreciates the many educators who prepared her well for life and her career.  She is passionate about the Public Education Foundation because she wants to do her part to ensure today's students get the same quality education she received.  As chamber president, she also understands the importance of building a highly-skilled and qualified future workforce for the county.  Brooke is a graduate of Erskine College and holds a Master's degree in Mass Communications from the University of South Carolina.  She and her husband Matt have three children-Thomas, Tucker, and Annie Rose.

Fred W. Castles, III

Executive Director,
Chester Metropolitan District

Fred is a graduate of Chester Senior High School and the University of North Carolina at Charlotte. He currently serves as the Executive Director of Chester Metropolitan District. He is married with one daughter, a son-in-law, and a grandson, and lives in Richburg. When asked what makes him passionate about the Chester County Education Foundation, he said, "I believe all children should have the opportunity to learn and see things and places that hey would not ordinarily experience. It is important to provide the necessary resources to the educators to allow this experience to happen."

Greg McDow

Chief Financial Officer

Greg McDow joined the Chester County School District in 2004 and was named Chief Financial Officer in July 2022.  He graduated from the University of South Carolina - Coastal Carolina College with a Bachelor of Science in Business Administration with an emphasis in Accounting.  He received his SCASBO Certified School Business Official Certification in November 2017.  In his spare time, he enjoys driving his three children to and from sports and other outdoor activities.

A graduate of Chester High School, Bill Bundy currently serves as the President & CEO of the Chester Healthcare Foundation. He has served in medical administration since 1973. His passion for helping others extends throughout his hometown, and his goal for serving on the Chester County Public Education Foundation is to be of help to the administration, teacher staff, and students of Chester County in achieving the best educational experience.

Lisa Burrell

Human Resources Specialist
Specialty Polymers, Inc.

Lisa Burrell is employed as the Human Resource Specialist for Specialty Polymers Inc. for the past 15 ½ years.  She has thirty years of manufacturing experience having worked in accounting, purchasing, production, and logistics. Lisa is a Chester SC native, attended Chester County Schools and graduated in 1985 from Chester High School.  Lisa is a graduate of Montreat College with a Bachelor of Business Administration.  She is currently serving as the 2022 Chair for the Chester County Chamber Board of Directors.  Lisa is married to her childhood sweetheart Gentry Burrell Jr., together they have 4 sons and 1 daughter, and those children have given them 13 wonderful grandchildren.  She enjoys spending time with her family.  She and her husband spend a lot of time at surrounding baseball fields watching their youngest son play.  When she has a few minutes of down time you will find an eReader in her hand.

Dr. Denise Khaalid

Chief Academic Officer
Chester County School District

Denise Khaalid is a proud public school educator. She served in Rock Hill Schools for twenty-six years before coming to Chester County School District. In Rock Hill, Ms. Khaalid worked as an English/Language Arts teacher, middle school literacy coach, high school assistant principal, and elementary principal. In July 2021, she began her new role as Chief Academic Officer in Chester. Ms. Khaalid values building positive relationships with students, teachers, administrators, and families and helping them grow as learners and leaders. Additionally, she views herself as a teacher and learner and has shared her knowledge at local, state, and national conferences. Currently, she is a doctoral student at Gardner-Webb University.
Ms. Khaalid believes EVERY student deserves quality teaching and learning experiences and that EVERY student can succeed. She is excited to be a part of the Chester County Public Education Foundation and collaborate with the community to help fulfill its mission.

Springs Close Foundation

Lucille currently works with Springs Close Foundation as a consultant.  She is Chair of the Board for Brown’s Corner (an organization that provides students with the tools to succeed). She also volunteers her time at her church, Victory Christian Center Missions Department to help individuals in the community prepare resumes and hunt for jobs. She partners with staffing agencies and business owners to help these individuals. She holds a BS in Management and is certified in Non-Profit Management and Professional Human Resources. She enjoys using her life experience and training to help individuals and organizations become the best they can be.  She is all about connecting people to people to work together to make our community a better place. Mrs. Mackey lives in Chester, South Carolina. She is a widow, a mother of 3 children and has 2 grandsons.

Maggie J. James is a native of Chester.  She is the daughter of the late and Mr. & Mrs. Amos Feaster and Mr. Alexander Jones.  She is the youngest in an extended family of 11 children.

She has been married to Robert Kenneth James, Sr. for 48 years.  They are proud parents of three adult children, Carmen (Anthony) McClinton, Robert K. (Janine) James, Jr. Alexander C. (Teresa) James.  They have ten grandchildren and one great grandchild.

Mrs. James is one of several African American students in Chester SC to integrate the public schools of Chester County in 1965, attending the 8th grade at Brockman Junior High School.  She graduated from Chester Senior High School in 1970.  She furthered her education training York Technical College and graduated in the General Business Management Program.   She has had extensive training thru Clemson Palmetto Leadership Program, Clemson Administrative Training and South Carolina School Boardsmanship Institute.

Mrs. James was the first African American female elected to the Chester County School Board of Trustees in March 1993. She served as Vice Chair from 1994 to 2007.  Mrs. James was re-elected to the Chester County School Board of Trustees and sworn into office on January 24, 2011 by The Honorable John R. C. King, S. C. House District 44. Mrs. James was elected Chairwoman of the board at that tune.  She is the First African American female to ever hold this office and the second African American in nearly 45 years to have held this title.  She served as Board Chair from January 2011 until January 2014.  Mrs. James served as Vice Chair from 2019-2020.  On January 27, 2020, the beginning of a New Decade Mrs. James was elected Chair of the Chester County Board of School Trustees for 2020-2021 school year.
